Evaluation of the "Fortaleza Cidade Sustentável" (FCF) program in the light of political ecology

Abstract

The present work reflects on the analytical possibilities of political ecology as a critical orientation of research in environmental policies, through the evaluation of the "Fortaleza Cidade Sustentável” (FCS) program. The thought proposed by political ecology is shown to be concatenated with the theoretical-methodological perspective of in-depth evaluation by understanding that policies are complex and have different interests and intentionalities that will be distinguished according to the social actors involved. Furthermore, the multidimensionality of the analysis of political ecology allows for the unveiling of implicit and explicit interests (economic and political) existing in a public policy. Bibliographical, documentary and field research was carried out, along with the development of the evaluative axes proposed by the perspective of in-depth evaluation. It is considered that the confluence between the perspectives provides a very fertile analytical field, which allows to evidence in an environmental policy its particularities and implicit financial intentions, but placed as priorities by the municipal management.
