Abstract

This work seeks to shed light on the Social Assistance Policy, considering that such policy is circumscribed supported by the capitalist system and, therefore, presents itself with intense contradictory marks. To this end, the research had as its locus of study the municipality of Maracanã/PA. The central question and objective, then, is to understand how the Social Assistance Policy is developed in Maracanã/Pará and for that, the following specific objectives were listed: a) To recover the historicity of social policies in Brazil; b) To understand the development of the Social Assistance Policy in Brazil, c) To understand what were the actions carried out in the face of the covid-19 pandemic in Maracanã-Pa and d) To apprehend the development of the Social Assistance Policy in the municipality. In this sense, the method used was Karl Marx's dialectical historical materialism, having as methodology the foundation in qualitative and exploratory research, based on the methodological procedures: bibliographic research and observation. In view of this, the work brought as results, the visualization of the reproduction of welfare and philanthropic practices carried out by the Maracanaense management that propagated in the face of a health crisis, with distortions of programs and projects that should emphasize, dialogue and converge to social rights through an emancipationist bias, but which are reproduced in the contradictoriness of the system.
