SUBSIDIES FOR THE IMPLEMENTATION OF COASTAL MANAGEMENT OF THE WATERFRONT IN THE MUNICIPALITY OF SÃO LUÍS, MARANHÃO

The coastal area suffers various pressures due to human occupation. In relation to beach and coastal management, there are several methodological approaches to studying the topic. The objective of this study is to support the implementation of coastal management in the city of São Luís, state of Maranhão. The São Luís seafront was delimited using the QGIS 3.34.4 LTR program for the years 2004 and 2019, as determined by Federal Decree 5,300 of 2004. It was segmented into four sectors and classified according to the degree of exposure and level of urbanization. The SWOT matrix was applied to classify the stage of waterfront management. The study area was classified as a semi-sheltered waterfront and, regarding the level of urbanization, it varied following consolidated urbanization. The SWOT matrix presented 5 strengths (the main one being the already established commercial network), 11 weaknesses (mainly sea water pollution), 6 opportunities (mainly society's interest in taking care of the coast), and 7 threats (mainly landscape degradation). The management of the São Luís waterfront was classified as passive when analyzed in relation to the actions of managers and positive when analyzed in accordance with the actions of civil society.
