RURAL TERRITORIAL DEVELOPMENT POLICY IN ALAGOAS ALTO SERTÃO, BRASIL

Abstract

The policy of rural territorial development in Brazil goes through impasses and ruptures after thirteen years of execution, and it is pertinent to highlight the importance of analyzing case studies to understand the extent of its consolidation in Brazil. Initially, it is important to include the territory as a category that transcends geography in this area, involving related areas, in particular the question of the institutional capture of the category. The objective is to understand in this process the problematic of the so - called social management of rural territories as a governance mechanism in the line of rural development with territorial interface starting from the functioning of the Territorial Collegiate (CODETER), having as a case study the Territory of Alto Sertão Alagoano ( TASA). We deal with social management based on the documents produced between 2014 and 2017 of the collegiate plenaries of the territory on screen, focusing on the issue of the correlation of forces of social actors represented in the collegiate, territorial guidelines and extraterritorial. The study is exploratory with a qualitative approach. The results demonstrated that the territorial approach is a phenomenon in consolidation and the arrangement operates as a very particular instrument, unlike other more conventional arrangements, involving integration issues in the rural world.

  • José Eloízio da Costa, Universidade Federal de Sergipe

    Doutor em Geografia pela Universidade Estadual Paulista - Campus de Rio Claro (1999) na área de concentração Organização do Espaço. É Professor Associado IV do Departamento de Geografia e membro permanente do Programa de Pós-Graduação em Geografia da Universidade Federal de Sergipe. Orienta nos três níveis: graduação (PIBIC e PIBIT), mestrado e doutorado. É líder do Grupo de Pesquisa Sobre Transformações no Mundo Rural, credenciado no CNPq e certificado pela instituição, onde agrega diversos projetos de pesquisa na área de Desenvolvimento Rural. Na Graduação atua nas disciplionas de Geografia Humana (Geografia Econômica, Geografia Política e Geografia da Produção, Circulação e Consumo), e na Pós-Graduação em Tópicos Especiais com temas voltados à Legislação Agrária e Ambiental, além de disciplinas vinculadas a Questão Regional, particularmente aos estudos sobre a região Nordeste. Destaca-se as disciplinas vinculadas ao Desenvolvimento Rural. Suas pesquisas estão concentradas nos estudos sobre os Territórios Rurais e Cidadania, dos impactos socioterritoriais das microfinanças sobre o meio rural, das tecnologias sociais aplicadas nos segmentos dos agricultores familiares. É membro da Sociedade Brasileira de Economia, Administração e Sociologia Rural, desde 2003 e da Rede Internacional em Desenvolvimento Territorial (RETE), na condição de sócio. Integra como membro do corpo editorial da Revista Geonordeste, vinculada ao Programa de Pós-Graduação em Geografia da Universidade Federal de Sergipe. Nos últimos dez anos tem priorizado os estudos sobre o mundo rural, com ênfase nas questões rurais no Nordeste, especialmente nos impactos sociais e econômicos das políticas públicas voltadas para esse segmento, além dos estudos sobre desenvolvimento territorial rural e do microcrédito rural. Orienta no Programa onde estar vinculado, discentes que atuam na questão dos estudos rurais.
