Social rights: universalizing human rights

    Abstract

    This paper discourses about human rights and especially about the social rights that are becoming more concrete through the public policies. It addresses problems and raises questions about whether to bring into the effect (or not) social rights and discusses psychosocial aspects affecting both the individuals and the society, as long as formal achievement of social rights does not imply practical implementation of these rights for specific social groups. The Democratic government and the State of Law exist, but in fact a large part of the population does not enjoy full citizen rights, taking part in an excluding social contract, in a non State of Law.
