Abstract

The author presented a description of the French local exchange system (local exchange and excluding money) - SELs. Referring to notion of "public funds" (Francisco de Oliveira) and "plebian public sphere" (Habermas), examined the hypothesis that such a system revealed a new mode of conflict regulation, and could constitute an aspect that was denominated as a "society of welfare" (Pierre Rosauvallon). The more general hypothesis is that, having the XIX century produced a finished "bourgeois public sphere" which became well consolidated as the sociocultural form of the commodity, in the dawn of the XXI century, the SELs emerge as a "plebian public sphere" with its sociocultural essence as a “public fund”.
