A proposal for the evaluation of Participatory Budget modalities based on the citizen

Abstract

The adoption of different modalities of deliberative spaces in processes of management of ublic services, public policies and rights where representatives of the State, civil society and the market interact, marks the last decades of the 1980s. Despite their relevance they do not have guaranteed its existence. The example is the participatory budget (PP), which in Brazil is in a certain decline, but in other countries, such as Spain, it is growing (Fedozzi et al., 2020). Considering that the PPs are made up of actors from the state and society, the attempt to think about and develop a model/scheme for evaluating such modalities has to take into account the individuals involved. The intention is to present a qualitative evaluation model. Our goal is to develop an evaluation scheme that citizens, involved in participatory budgets, can apply and thus act in favor of the sustainability of these spaces.
