pistas para uma avaliação decolonial
Keywords:
Structural racism; Black population; Health Evaluation.Abstract
This critical-reflective essay aimed to discuss how the coloniality as a social predatory matrix imply the lack of implementation of the National Policy for Integral Health of the Black Population (PNSIPN), and at the same time, demand the adoption of a Decolonial evaluation in order to effectively guarantee health services access and racial equity in health. This conceptual elaboration structures the key to changing this recognized condition of (non) health experienced by the majority of the Brazilian population in this current context in which the political-conjunctural ambience values make possible the defense of citizenship and of life as the exercise of Democracy. As an example of this ne cessary change, we will discuss the barriers presented in evaluability studies of the PNSIPN as well as other studies that focus on the implementation of the PNSIPN, recognizing some fundamental issues for the implantation of equity in health for this population segment. Finally, we will indicate some clues towards the evaluation of the implementation of the PNSIPN in a decolonial perspective.
