Abstract

The article analyzes social participation as an evaluative component, in the process of building the “Maturity Model of Sustainable Smart Brazilian Cities” MMCISB, within the scope of the research carried out by the poli.TIC Laboratory, of the CTI Renato Archer. The methodology used was based on the perspective that includes multiple methods and theories, which allow the understanding of local contexts. For this, some cities were chosen to carry out technical visits, to analyze the participation of social actors as an evaluative category of the maturity levels of Brazilian municipalities. The results presented refer to data collected in two cities, located in different regions, where collaborative governance initiatives were identified as one of the instruments for digital transformation and improvement of the population's living conditions. It is concluded that participation has been restricted to consultation or evaluation of actions already implemented, but there is no effective inclusion of citizens in the process of elaborating local public policies.
