CAN ECONOMIC COSTS BE FACTORED INTO CONSERVATION PLANNING PROCESSES?

Abstract

Society has been increasingly demanding of better environmental conservation practices as a solution to the ongoing crisis causing extreme weather events and biodiversity loss. Yet, a key issue for the definition of priority locations for protected areas that meet the intended conservation goals remains: how to factor and spatialize monetary costs in the goal-function of the planning for areas that better reflect the decision-making influences in the territory. We presented, in this study, the monetary acquisition costs for land purchasing and the opportunity costs for the Piracicaba, Capivari and Jundiaí watersheds. We adopt an approach derived from spatial analysis and remote sensing methodological processes to compile and link information tabulated from farmer assistance institutions with information on natural elements obtained through land use and land cover mapping. Subsequently, we merged data from the geospatial monetary matrix with exact-objects data obtained from the Operation Land Imager (OLI) multispectral sensor attached to the Landsat 8 satellite. Finally, we identified that the monetary costs for conservation actions in the study area have inverse values and that including them in the planning goal-function can help prioritize protected areas that will be less prone to conflict over land-use due to clashes with the economic activity of a territory.

  • Ulises Rodrigo Magdalena, Campinas State University, Campinas (SP), Brazil.

    PhD Student in Geography at the State University of Campinas - UNICAMP. Master in Biosystems Engineering and Graduated in Geography from Universidade Federal Fluminense - UFF. He holds a Magisterium from the Specific Center for Training and Improvement of Teaching-CEFAM. He worked at the Biodiversity Assessment and Monitoring Laboratory (SAGE / COPPE-UFRJ) and at the REDE ABROLHOS research group in the development of studies applied to marine conservation. He participated in the SiBBr project at the Center for Scientific Computing and Geoprocessing at the Botanical Garden Research Institute of Rio de Janeiro, IP / JBRJ. He was a member of the Institutional Scholarship Program for Teaching Initiation-PIBID (2011-2013). He participated in the UFF International Academic Mobility program, in the Geotechnical and Geoenvironmental Engineering course at the Instituto Superior de Engenharia do Porto-ISEP, in Portugal, in the first half of 2014.

  • Cassiano Gustavo Messias, Campinas State University, Campinas (SP), Brazil.

    PhD in Geography, from the State University of Campinas (2018). He worked on projects developed in the laboratories of Geomorphology and Soils (ICN-Unifal-MG), Geosoils (Epamig-UFLA), Spatial Analysis and Geoprocessing (IG-Unicamp) and Learning in Logistics and Transport (FEC-Unicamp). Currently, he works as an auditor in the Project for Monitoring Deforestation in the Legal Amazon by Satellite (PRODES), at the National Institute for Space Research (INPE). Area of expertise: Remote Sensing, Geoprocessing, Spatial Analysis and Spatial Data Modeling in GIS.

  • Juan Pablo Zbrun Luoni, National University of Los Comechingones, San Luis, Argentina.

    Master in Spatial Planning from the International University of Barcelona - University of Barcelona, Spain. He was a fellow of the Institutional Scholarship Program for Teaching Initiation (PIBID-CAPES), as well as a fellow of the Confucius Institute for six months at the Normal University of Hebei, China. He is currently an adjunct professor at the "Universidad Nacional de Los Comechingones" (Argentina). He was project manager at the Resurgence Project, Department of Geochemistry at the Fluminense Federal University, UFF, Niterói-RJ and collaborated in the communication area at the Laboratory for Analysis and Processing of Satellite Images Lapis-ICAT-UFAL. He has experience in urban-regional territorial planning with an interest in urban geography. Theme associated with the reality of the countries of South America and China.

  • Raul Reis Amorim, Campinas State University, Campinas (SP), Brazil.

    He is currently a MS 3.2 professor, and recently approved in the Contest for Free Lecturer in the area of Analysis and Management of Watersheds (title in approval). He is the coordinator of the Graduate Program in Geography and was Head of the Department of Geography (DGEO) for two terms at the Institute of Geosciences (IG) at the State University of Campinas (UNICAMP). He holds a degree in Geography from the State University of Santa Cruz (2005), a Master's in Geography from the State University of Campinas (UNICAMP)-2007, and a PhD in Geography also from UNICAMP (2011). He completes Postdoctoral Internship at UNICAMP (March / 2015). He works in the area of Geography, with emphasis on Physical Geography, working mainly with the following themes: Geosystemic Landscape Analysis, Analysis, Planning and Management of Hydrographic Basins with emphasis on areas subject to floods and droughts, Vulnerability and Risks applied to floods and Planning Environment in Conservation Units.
