Elementos inicias para uma Avaliação em Profundidade do Programa Estadual de Proteção e de Defesa do Consumidor (DECON-CE) no estado do Ceará

Abstract

It is both a bibliographical and an analytical research based on the assumptions of the In-Depth Assessment. It intends to make an initial analysis of the Ceará State Consumer Protection Program (DECON-CE). For that, it uses the four evaluation axes proposed by Lea Rodrigues: conceptual bases, elaboration context, trajectory and territorial-temporal spectrum. It concludes that DECON tries to balance between consumer protection and minimal intervention in the market, being formulated in the context of neoliberal ascension in Ceará, reflecting such values. In addition, although it has crossed different political contexts, little has changed from its initial aspects.
