Este trabalho procura apresentar as preocupações de Mill com os governos representativos, sobretudo os democráticos, com enfoque na questão da individualidade. Nesta perspectiva, se procura mostrar o que é fundamental para a manutenção das estruturas democráticas a partir da garantia da liberdade e dos direitos dos indivíduos.
