The discursive representation in Fortaleza's news media regarding the installation of data centers in Caucaia: a Critical Discourse Analysis

Abstract

This article analyzes how journalistic outlets in Fortaleza–CE represent the installation of a data center complex in Caucaia–CE, announced in 2025. The research adopts Critical Discourse Analysis (CDA), according to Fairclough (2019), understanding discourse as a social practice connected to power relations. The corpus comprises 19 articles published between February and August 2025 in Ceará’s two major news portals, O Povo and Diário do Nordeste. The results indicate a predominance of technodevelopmentalist narratives, which associate the project with progress, innovation, and sustainability, emphasizing promises of investment and job creation. Critical issues such as socio-environmental impacts, water consumption, and the absence of social participation are addressed only marginally or from a technical standpoint. Discursive strategies identified include positive adjectivation, deontic modal verbs, passivization, and intertextuality with official sources, conferring technical neutrality and legitimacy to the project. The study concludes that journalistic coverage reinforces neoliberal ideologies, naturalizing corporate interests and restricting public debate on socio-environmental justice.
