Abstract

The article analyzed the controversies of hospitality by verifying the role of the state as a regulator of the migrant status. His condition as an inhabitant in an alien territory, is permanantely submited to the rules of state control that has the obligation to protect its citizens integrity. The approach advanced political and philosophical content surrounding the universal right of the visit in opposition to internal rules of migrants acceptance. The permanent suspicion puts the unknown in a predetermined condition as a delinquent and a debtor. That is considered to be a founding gap that threatened the universal law of hospitality and the national norms of strangers sheltering. The state, while defines the laws of hospitality, creates the conditions for the establishment 01the hospitality guilt.
