Deaf education as a field of dispute: language policies, teaching practices, and curricular tensions

Abstract

This article examines Deaf education in Brazil as a field of political, epistemological, and pedagogical dispute, grounded in Deaf Studies, Critical Applied Linguistics, and the concept of structural audism (Almeida, 2025). The study adopts a qualitative documentary approach informed by Discourse Analysis, examining national policy documents published and/or in force between 2002 and 2018, with emphasis on Law No. 10.436/2002, Decree No. 5.626/2005, the Brazilian Inclusion Law (2015), and the National Common Curricular Base (BNCC, 2018). The corpus comprises four groups of documents: (i) federal legislation, (ii) national curricular guidelines, (iii) teacher education documents, and (iv) pedagogical materials related to Basic Education. The analysis discusses how a hearing-centered model of schooling continues to shape teaching practices and curricular decisions despite normative advances concerning Brazilian Sign Language (Libras). It argues that Deaf education remains marked by tensions between integrative inclusion paradigms and bilingual approaches, revealing contradictions between official policy and everyday school practices. The findings indicate that recognizing Libras as the language of instruction, reorganizing the curriculum through the lens of Deaf difference, and consolidating visual-spatial pedagogical practices are essential steps toward confronting structural audism and strengthening genuinely bilingual education.
